If Microsoft saw it as a priority to get marketing rights to Hogwarts Legacy, they could've gotten this (optional) exclusivity content for Xbox and GamePass platforms themselves. I mean they can spend $7.5 billion for Zenimax and $69 billion for ABK, but not $15 million (if that) for marketing rights and some exclusive optional in-game content for a AAA release?
