What app are you using to see the IV's in-game? Is there a chance of getting banned?My Pokedex is effectively 139 (I have the candies to evolve Charizard and Alakazam, but am waiting for a better Charmander/Abra) and the last three I have left until I've caught everything in North America are:
Porygon (Hoping to hatch one. I'm due some egg luck considering I've had to catch every single rare pokemon in the wild)
Kabutops (35/50 Kabuto candy, so nearly there)
...and Hypno (26/50 Drowzee candy, including a hatched egg).

Actually, looking at a Bulbasaur I caught yesterday, was the attack IV bug replaced with a stamina IV bug?

No Charmander spawn in my area. No fire Pokemon in general spawn. 1 might spawn every week at best.

In Vegas I've seen wild Magmars, charmanders, growlithe, Vulpix, etc. We got fire types coming out of our ears. I caught a Flareon in my apartment complex the other day.Fire Pokes are reeeally scarce for me. I've seen wild Growlithe and Vulpix but it's extremely rare. Never seen a Charmander.

In general, higher - this means you will have to use less stardust and candies to get that mon to a higher CP.
(This is assuming you/your son doesn't particularly care about IVs)

I went fishing today (the real fishing, not for Pokemons).. and to my surprise, a Lapras spawned... it was a 100% IV Lapras!
But the moveset is not ideal from what I been reading .. Ice Shard + Blizzard .. seems like Frost Breath + Blizzard is the better move set?
That's because every grass pokemon is a three stager except exeggutor and tangela who sucks. Then there are water types who carry ice attacks, lapras being the best gym defender currently and electric types who are all ass. Looking at the DPS, Frost Breath is better, but not by much. The key thing to get is Blizzard, which is by far the best DPS for Lapras. So while you got the 2nd best possible Lapras, it only came second by a very small amount.
Also, I believe when a Pokemon is defending a gym, its attack is locked to hit every 1.5 seconds anyway. So Ice Shard might actually be optimal. So when I think about it, you might have the perfect Lapras.
But I'm not an expert on this, so don't take my word for it.

My Poliwrath that I raised all the way up from a Poliwhirl has solid IVs (high 80's), but seems like he has a shit moveset. Mud shot and Ice fist, no water moves. Am I right on this or is it as not as bad as it seems? Trying to decide whther to start powering him up.

Unfortunately...I'd say it's not worth it. It might've been okay still if it had Bubble and Ice Beam, but as it is even a mediocre Poliwrath with Bubble will completely outclass it. IVs don't matter anywhere near as much as the moveset.
Still, hang on to it in case we get a way to switch up movesets in the future.

Abra's 100% flee rate after the first toss is based off of the main series games: Wild Abra will always use Teleport and escape the very first turn of the battle (unless you use a move or have a Pokémon with an ability that bars this).
