I love me some hitman, but is hitman 3 the "starter pack" that costs $60 and features all the levels and DLC from the old game and then requires you to buy $40 more in expansion packs to actually get the new levels?

I hate being cynical but I have no idea wtf was going on with Hitman 2 and it's content. It's a convoluted and expensive mess.
