You could do, I’m not sure how Sony store card information on their systems, but if the breach contained everything (as they so eloquently put it) they may already have access to that information by exporting it (lots of different factors here though). Yeah could make things a little bit better. Sony have your whole identity unless you have used fake data; full name, adress, age, credit card, email, possibly saved passwords, etc. But I assume the hackers are more interested in selling industry secrets and research data and plans.You could cancel the card though which would remove any financial risk.

Ransom only takes place if they blackmail Sony into paying them for the return of the stolen data. If they sell the data on the black market to anyone willing to pay, it's just theft.

Well this explained why for the past week every time I tried logging into my PSN account for purchases, I would get the stupid "Protecting your account. Please solve this puzzle so we know you are a real person" crap that has 10-steps, and another 10 steps even if you get all the first 10s correct in order to log-in. After 3 times in 3 days I just give up on buying from my laptop and just go straight to my consoles.

Unless you work for Sony it’s impossible to know. If you’ll still be using your card to make purchases on PSN, I’d recommend enabling 2FA and changing your password (especially if it’s one being used elsewhere).
