I hate to get technical about this in a thread about making fun of Ree, but no, this is not how it normally works. It's antithesis to what FEMA should be doing and how the agency serves the states.
Sure, private companies may be tapped for temporary storage, shipping, and distribution, but supplies are never (until now) sold to wholesalers to then reintroduce it into the private market chain for profit. I mean, just think about what you're suggesting for a moment.
How do I know? My father worked in healthcare materials management, supply chain analysis, and supply chain management at various levels including a stint during the Katrina disaster. He retired as a director for a major health network doing this kind of work. This is absolutely unheard of and shameful. It doesn't make any sense. FEMA should distribute the supplies to the state(s) as needed. We paid for them with our taxes. We shouldn't expect the states to pay a second time to some random reseller.
