Comparing one game to a whole system's games is unfair. If we compare the 3DS's graphical prowess in games to the whole of iOS games, there's a totally different story.
Just because iOS is compatible with UE4 doesn't make it the greatest graphical device on the market at the moment; hardly any games, in the pool of all the iOS games, use it. Also doesn't mean that Nintendo doesn't have some quality developers making some quality titles for the system.
Also, after seeing what John Carmack can do with some efficient code, I honestly think anyone can make the best looking games for any system if they have some coding prowess and ingenuity. The engines are nice, but if someone can make something even more efficient and better looking from scratch, i'd rather that happen.
