Every military in the world that is at war effectively uses these buildings for storage, training, and generally as a base. The building layout usually provides very good conditions for this.

In post war germany, they might have raped upto 2 million German women. I mean I dont see the U.S Soldiers leaving private property in Iraq when told to do so.
