If you read the article, it is mostly people of European descent, people of Middle Eastern descent and people of African-American descent. Asians were barely sampled. They also found no correlation with race anyway.

Which means the study mentioned in the OP didn't actually do any penis measuring - they just analysed other studies that had measured penises.
