Apparently, Slowking became/is a super genius to the point that he can even figure out the answers to questions on tests as hard as that one in an instant, but it doesn't matter since it took him 3 hours to just write his name. (At which point, the test was over.) That's the gist of it, at least.

You wait until something bites his tail and when you see it splash click on Slowpoke to raise his tail. If you do it before when his tail is just shaking you'll scare it off.

Then another segment comes up where you need to click on Slowpoke to reel in the fish but he can get agitated. Just wait for the color to come back then tap some more. That's what I've been doing. Also just caught a Gyarados!
