The whole mission timing/scoring/ranking system in Joe's Adventure is really at odds with how Mafia II is designed. The new system promotes and rewards reckless actions and driving when the core game is designed does everything to discourage it. You have to do so little in Mafia II to attract unwanted attention from the police but unlike GTA you can't just shake the cops and that's that. Your license plate, likeness and wanted level are stored, any other cops in the world will react to you if you don't pass through their sphere of awareness quickly enough without doing anything to attract their attention.
I agree, this kind of content doesn't really work in Mafia II.
