It makes perfect sense. For example, the way game multi packs currently work, unless I'm mistaken, is that 1 person buys the pack and everyone else relays their money via other networks such as paypal to obtain their copy of the game from the pack.
Allowing for monetary transactions integrated via steam, transactions are easier and less unscrupulous. I'd also wager this would aid in reducing scams. Valve can keep tabs on who trades what for when so if problems arise they can look into it.
Valve means to make Steam a service as they've said time and time again, thinking of it as "just a game client" would be understating their intentions.
Streamlining and putting key functionality up front and center so people don't have to go digging around for extraneous and potentially hazardous methods is a very sensible strategy and it keeps us consumers, computer savvy or not, safer in the long run.
