If it is in the download tab it might try to download it. Verify the cache or try restarting or something unless you can download 23GB in a minute flat with no bandwidth caps. Steam doesn't even really check unless you ask it to or if an update is being pushed. Killing Floor is still being support by Tripwire(And it was a smaller effort than RO2 was). Killing Floor came out in 2009. With any sort of gameplay content released for free. Similar to TF2, the game has exponential grew in size. They also lined up two mod teams to develop completely new takes on the game too(Either free releases or pay expansions).
