Call of Pripyat is up. If you already own one of the other STALKER games on Steam its will be $19.99 for you. Other wise its $29.99.

Its no steam that is for sure, you generally get a download of an iso equivalent which you can then install from. It works but it is not very elegant and updates/patches etc are manual rather than automatic.
