Often, just not always on the steam store.
No it's not a scam, but the game was backed Sept 2013 and had a projected release of Mar 2015. I new it was unreasonable back then and knew it would take a little longer.
But if you see where they are at with the project it literally looks like they've spent only 2 months of development time on it. It is fucking bad.

Not a scam, the problems though included it being originally planned for eight platforms, not receiving enough pledge funds in the first place and having everyone working on it a part-timer.
the guy in charge was making recent updates on the game's engine though, but it already passed its mid-2015 release

People die too often in the game, I think Telltale overdid it.
Maybe it'll come back around when Siege goes on sale and they bring back those Tom Clancy catalogue-wide sales that seem to have disappeared.

I'd expect it to come to Steam eventually. Most publishers dipping their toes into Steam have done older games first and then newer games (see: Neptunia). I'd expect the same thing of NIS whenever they get on board.

Maybe very eventually-- NIS seems pretty comfortable releasing only on Playstation-- but at least, with their games being so technically similar, when or if they do there'll be no reason not to just release their entire catalogue.

Telltale probably got the show runners' notes on making episodes it seemed, because all of them have forgotten that ASOIAF is so much more than shocking moments. Now both the show and game are just killing people off for the lulz.
I wish their test had been a game that actually looks good.
Maybe Civilization V? Just play a few turns of it.

I don't think anyone knows, but to be safe, if you really want it I'd buy it ASAP.
I think Season 3 of Game of Thrones peaked for me with surprise shockers that weren't outright kill someone off. The end of episode 3 coming right out of nowhere producing a massive 'what the fuck!?' moment for example. But Telltale's whole shtick had been give you a choice of who you're going to kill off, who does the deed or in a roundabout way gets chopped next episode so I'm not surprised to be honest.

I think the bonus stuff is only for pre-orders, but the unlock information of MGSV:TPP has been so weird and contradictory that I'm not sure.

The game embraced show season 5's direction, maximum shock value is top priority.
Oh I agree, even as a huge fan of the world, I find the story boring at times.
According to Peeler on the Steam forums for TPP, the Nvidia vouchers will include everything except Ground Zeroes.
I'd love it if you imported your save from GZ that you extracted everyone, including all the guards, that come The Phantom Pain your reward is just a plaque on Mother Based saying 'Thank you for playing Ground Zeroes. Through your dedication and effort you saved all these guys. They're all dead now' that you see once and then is replaced by an animu poster.

So it looks likely at the very least. I'd wager one is the video, the other is the actual DLC.
As I posted the day in which TPP preorder went up on Steam, all rewards except GZ are included in Nvidia codes AND every retailers selling the game. Konami site stated this clearly.
Collector's video, Mother Base 3 DLC etc. are NOT pre-order boni, they will be available later too if you don't purchase the game on D1.
