Gentlemen, we can rebuild it. We have the capability to make the world's first enhanced store. Steam will be that store. Better than it was before.
Either that or they could simply put a market/trade restriction on cards for that game until your refund period expires, then simply remove those cards if the game gets refunded. For most games you'd have to play more than 2 hours to get all available card drops anyway so it wouldn't put too much of a restriction on legitimate customers. I guess it would probably suck a little to have to idle a game you just bought on Steam for 2 hours before being able to sell the cards though.
My guess is that if it really becomes an issue on a massive scale, they'll find a way to update their policy and procedure to make it work.
I just wish it was 14 days since purchase or <2hr playtime, within a reasonable timeframe. There are games I have bought during sales that I wont install immediately either because of the size because it's during an event where I've bought multiple games at once, like what might happen in a couple weeks.

14 days or 2 hours are not hard limits. You can ask refund for older too or played more than 6 hours and it may be granted.

So it took 2 hours but Valve approved my refund request for a title that was purchased in Feb and had 4 hours of playtime on it.

would valve care about trading card abuse since they make a portion of the sales? i guess it could potentially be the gem thing all over again
Doesn't it usually take longer than 2 hours to get all the cards anyway?

depending on your dedication and amount of free time, you could buy a 'valuable' game, idle for up to two hours, get a few cards, and maybe a dollar if you're lucky.
whats to stop a farm system where you have a new account, idle, sell, return, repeat, eventually gift a game to your main account, then start over with a new account?

I only had to use steam support once, my issue was resolved after 2 -3 days IIRC, but I've read some horror stories. I guess they have to automate the process or they will get overwhelmed by the requests.

when they had the NBA 2K15 free weekend I was having an issue with it not showing up in my Library...I contacted support and they got back to me...about 2 months later...lol

Not really. Sure, you can find cases like Xenonauts and Blade Symphony, two games that take more than five hours to get every card drop from, but those are relatively rare. Most games seem to drop all of their cards around an hour to ninety minutes of idling/playtime.
You could also get a job and make more money =P

Hmm yeah I guess you're right. I just scanned through might library and all of my idled games range from about 35 minutes to three hours, with most of those being closer to the former.
Yeesh. It's taken, at the most, a week to get them to reply to my inquiries.

+4 & 2 games with cards for $1 is not too bad. Seen way worse bundles from groupees. Unless you look for games you actually want to play on groupees. Then the only decent bundles are be mine and doujins.
Wouldnt be so bad but i've already got Dave and Drive to Hell and the other +1's are games that i'd rather giveaway than add to my library lol.
Ach well can't win them all.
Mind you could get them done under the trade descriptions act there is not one classic game in that list let alone a bundle lol.
So this is how my pc is set up right now. My Local Drive (C) is my SSD, everything else you see is on my regular 2TB hard drive.
I already backed up my game saves just in case. Just hoping I won't lose my personal files and games. Would hate to have to redownload them all.
If I pick the 'Nothing' option below. It shouldn't delete my Game drive or anything else but the SSD right?

To alleviate fears you can shut down and disconnect your 2 TB drive before starting the process.

GMG code gives you pre-order DLC. I haven't seen any confirmation whether the bundle code gets you that though.
