Actually it is, officially it's the same Link from A Link to the Past, And both games are set after that but before Link's Awakening, which is the canonically last game we see that Link from.

All this tells me is that they planned to have an open world in it at some point but most likely scrapped it after it didn't work out. You're talking about mechanics here in an interview from two years before the game came out, not the story and overall setup of the game. But setting aside that very cherrypicked sentence, him saying "expect big changes to NMH2's open world" in that same sentence ended up being true.

Which, you know, No More Heroes 2 did. It featured bits of Shinobu's story, Henry's story, Sylvia's story, Travis' personal growth and search for revenge (which Suda himself points out in that question your sentence is cherrypicked from), it wasn't entirely Travis ripping through the ranks this time around - and the follow up question in that interview emphasizes NMH2's main focus being on one story, so I'm not sure what this quote of yours is meant to prove.

In the same post you are arguing that Suda knew the open world wasn't in the game and at the same time arguing that two years out he couldn't possibly know it wouldn't be included.
 
We got a different interview, this time from Destructoid, that basically reiterates a few things from the OP's article but I'll quote some more relevant stuff.

The one controller doesn't give me a little of confidence in strong, satisfying motion based combat again, but I'm open minded. I miss Robin more.

It would make sense except No More Heroes I assume is still a Marvelous IP considering once again they are publishing it instead of Grasshopper's owners GungHo and Suda by his own admission had absolutely nothing to do with the PS3/360 port of the first game.

So I wonder if Gungho would allow their IP to be used.

I would be very interested to see some Flower, Sun and Rain representation though. Either with Sumio Mondo or his suitcase computer Catherine. As I believe Marvelous owns the rights to that IP as well.

Those buttons should be enough. An earlier post of mine:
A single joy-con would be perfectly fine for No More Heroes.

SL and SR are lock-on/block and reset camera/switch targets like before.

Take away the high/low Beat (physical) attack stance distinction. It's not really necessary. Make it a single face button where it used to be two.

Keep the high/low Slashes as two face buttons. You can rename to fast and strong since that's what they essentially were.

Have the remaining face button act as the rolling dodge now. Simply hold it and move the joystick to dodge like Kingdom Hearts.

For ecstasy (special) attacks that use to be activated by the minus button have it be both slashes pressed at once.

For charging the beam katana have it be beat attack and one of the slashes. Or just make it so you have to shake the control really hard to start charging.

Remember Suda originally wanted the original No More Heroes to only be controlled by the Wii Remote alone.

I also need Downes back. Especially if Travis is in Smash.

Isn't this game being co-published by both marv and Gung?

I'm arguing that plans for gameplay mechanics and features change heavily in development even though Suda emphasized that it was going to be very different from the first game no matter what. I'm not sure what you are arguing. We're talking story here, not mechanics, and your only example that delved into story wasn't wrong.
