Nah I think he realizes the tropes of the early magical girl animes. I believe Tokyo Mew Mew had all of those things he talked about besides the new Tuxedo Mask clone.
I only read some of the manga, but I think its accurate.

I have no clue how it would hold up in today's standards. It's been almost 7-8 years since I last watched it but I know my 11 year old self loved the shit out of it. It's a mix between a slice of life and fantasy/action sort of thing. If you pass it off as generic, bad/ok then I wouldn't blame you but it holds a special place in my heart. Also I thought a girl with a fire sword was cool
