The server has to both allow replays and enable recording. The server browser lets you search by servers that allow replays, but all of the ones that I found didn't have replays enabled at the time.
From what I saw though, it sounds like the way replays work is that the server just saves a global replay. When you hit the replay menu on the client it'll break down the replay of the current game based on your lives. you can then save your replay slices to your own hard drive.
They added a couple of small things that aren't mentioned. You can now vote for map changes scramble, etc. through the client. Semms kind of pointless when every server is running sourcemod, manimod or one of the others anyway. There are cvars to disable the individual votes though.
You can also request for another player to coach you. It'll invite someone to the game who gets to play as spectator. They can see an outline around their student and issue commands as well as voice chat with them. I didn't get a chance to try it myself, but it seems like an interesting idea.
The payload bots are pretty crappy. I mean, the cp bots weren't fantastic, but they weren't terrible anyway. The payload bots seem a lot worse. I played 2 full rounds of upward (one attacking 1 defending) as a spy basically just observing them. It seems like 90% of the time they just stand around and build uber. They're also not very aggressive. When they see you they attack, but they won't chase you. They'll run away even if they're a pyro and I'm a spy.
And speaking of pyros, for some reason the pyro bots just airblast opponents away BEFORE attempting to burn them. They're also not very smart. Since they also randomly airblast teammates a bunch of times I'd get airblasted by one while disguised and they wouldn't react at all.
The other thing is the bots seem to be both blind and have laser-like precision (I set them to expert). There were dozens of times where I uncloaked in front of enemies and they just walked right passed me. They also walked past each other a bunch of times without engaging. When you bump into them they'll immediately call spy and run away (attacking as they do). On the other hand, when they do attack all of their shots are 100% accurate.
One thing that they added that I've been hoping for forever is the ability to hide duplicates on the equip screen. Overall, I'm glad to see that these last two beta updates have been much more about improving the actual game and the balance between the classes.

Hey, I remember you. I played Medic when I first started as well. It definitely helps you get a feel for the game and see how your teammates/certain classes act/should act and help you branch off from there. Although, I do still love playing as Medic.
