Do people legit think Ubisoft makes better open world games than Rockstar?

I mean, even if you take the pure technical and/or graphical aspects of Ubisoft's games (which, as of recently, leaves a lot to be desired), Ubi games pale in comparison to Rockstar in the part of open world games that actually matter: interactivity and attention to detail.

I mean... Rockstar has 5 legit open world classics in its library (all of which take place in different fictional time periods, with different themes, and different details), along with a few really good ones. Ubisoft has a bunch of decent ones, and one really good one (ACII).

Rockstar is good but the city wears itself out after a while. Ubi is hit and miss.
