It was naive to think this one change would suddenly drag the Red Bulls back down the order. It's not like the Brawns and their diffuser, there's no one area it owes its performance to. I am surprised at how badly it's affected McLaren though. The only thing this rule changing has done is make the FIA look absurd and incompetent. What other sport in the world changes the regulations as often and as randomly as they do?
