With him finding Frank the way he did that may have just made him feel like he's right to not get attached to anyone. While he's alone in that town, it does seem pretty damn safe with how many traps he has around and it also means that he only ever has to worry about himself.

Bill should stay gone. He was a thematic element to show what Joel would become if he kept pushing people away. As well as a fleshing out of Joel's past. There is no reason for him to appear in Ellie's story beyond fan service. They're 2,000 miles+ from Bill right now. New Characters.

Obviously he served a narrative purpose. But nothing about him in terms of plot points requires his return. It would be difficult to bring him back without it feeling contrived.
