I think that Genesis should have had a direct 8-meg port of the first arcade Shinobi, and that should've been the pack-in game instead of Altered Beast.
Shinobi on Genesis given free to all who bought the system could've been a nice way to get players to buy Revenge of Shinobi... 'the sequel to Shinobi - only available on Genesis!'.
I was dismayed that Sega completely changed Shadow Dancer for Genesis. I also thought that the SegaCD was harmed by not having its own Shinobi game. I never played Legends but will someday.

8-meg was a big deal in 1988-89 hence why most cart stayed at 2 and 4 megs, for cost concerns. Strider was the first 8-meg cart on the Genny and that was in late 1990. It wasn't the cheapest game around either.
People seem to forget how expensive many of those cart games were. SFII on the SNES was a third-party, 16-meg cart in 1992 and it was one of the most expensive (cart) games outisde of Neo Geo titles.
do you guys notice that on the back covers (and ad) for Shinobi III / Super Shinobi II that it looks like a NEO-GEO game? the quality is not actually that high during most of the game, but at times it does. the horse riding level, and the biological boss creature.
