PNG are loseless, which means they present the picture exactly as it originally was. JPEG is lossy and, therefor, has compression artifacts.
Generally, PNG is preferred for pictures with lots of fine lines or sparse areas. For example, something with text in it (web comics, screenshots of forums/websites, etc). In these cases, not only do PNGs look
noticeably better, but they are often the same size or smaller than JPEGs. PNG is also preferred anytime that quality is a concern, since it is loseless.
JPEG, on the other hand, is best used for "busy" (non-sparse) images, such as photographs, (digital) paintings/drawings, etc. Because of all the information needed to store the image, a lossy format saves space/bandwidth. And because the image is so busy anyway, compression artifacts caused by JPEG aren't as noticeable to the viewer.
By today's technological standards, the extra size needed for some PNGs (again, sometimes the PNG is smaller than the JPEG) is
negligible. And while you may not care/notice a difference in quality, it is an important and noticeable aspect for other people. For the people who care, the difference in quality most certainly would not be described as "negligible at best".
As for your problem opening PNGs... the only time I've had a problem with MS Paint displaying a PNG is when the PNG has transparency enabled for some of the pixels. In these cases, the pixels just display as white. JPEGs do not support transparency, which is another benefit for PNGs (when displayed properly, as all modern browsers do).
MS Paint is an extremely limited image editing program; I suggest you use a different one. Two free, good alternatives are:
Paint.NET and
GIMP. As the poster above me guessed, I would also guess that you're on XP. Perhaps it's time to update to an OS that isn't a decade old.
