It requires precise bike movements that are difficult even if you're playing the game normally. I really don't see a way to do it.

You need a Mach bike. And to hold down a direction pad. With a crumbling floor. Ok, multiple crumbling floors and you need to land on the right one to fall to where the right stair case is. At least that's what it was like for me in Ruby.

Even before Water/Fairy Huge Power happened, Marill was a force to be reckoned with.
There's this thing you have to climb called the Sky Pillar to get up to it. The floors have holes in them and you have to navigate your way across them with your bike very very very quickly.
