TBF, I totally thought this was gonna be 'Thematically Ugly' games when I clicked on the topic, as... problematic of a subject I feel that is. OP really should've titled the topic Ugliest Graphically games.
OTOH, I do feel like Thematically Ugly games does deserve its own discussion, but should probably be done separately. I think an actually GOOD thematically ugly game (In that it uses ugliness to great effect) is Spec Ops The Line, though I'm kind of an evangelist for that game so dunno how apropos that is.

It's a pure physics game, really. Wild community and custom levels. Kept you attempting runs.
Wish that kind of scene still existed in the way it did back then. These days everything has a level of polish out of the gate, even for free games. They're keenly aware of user feedback and negative criticisms so they want to make a good impression.
We're missing the Geocities of gaming where things can exist in their own bubble, just for their own sake. I think Japan has more of these type, hidden on obscure personal sites to be later unearthed and passed around the interwebs. It's an exciting feeling to discover them.
Edit: or it's merely my nostalgia googles. I do think I like the idea though of games that exist because fuck it, they just do, y'know? Dwarf Fortress has that vibe. Minecraft had that vibe. Something that on the surface seems lackluster yet attracts a certain audience. There are sites like itch.io where there are many free games yet most of the uglier ones are self-aware joke games. There's a quality and genuineness to the good ones.

The game is full of profoundly mean-spirited shit. Gotta say I find the defensive reactions a little baffling. I mean, nobody says you aren't allowed to enjoy the game regardless.
lol how did this not make it on the first page... i love the game, but jesus that early 3D was so horrid... definitely did not age well (FFIX aged AMAZING... goes to show what a few years with a console can let a developer do)

Pretty much, playing the beta made me feel very ill.
It's like they decided that everything must register and be highly visible - but ended up competing with themselves. It just ends up as this mess of visual noise. The colors, the particles, the lack of grounding to anything, flat lighting lacking a sense of space, overlays and outlines everywhere... Perfect storm of distractions combined with an art style that calls for everything to be exaggerated. It's a mess.
The beauty in TF2 is how the art style helps you focus and read the scene. It gets out of the way but still provides grounding and spacial context. Battleborn is an absolute failure in this regard

The only recent game that has made me go "holy shit that is ugly" is Pokken Tournament:

It's the reason Final Fantasy 7 is still playable despite the character models looking like a joke.
Dark Souls 2 will age worse than DS1/DeS in 10 years. Mark my words. The rebuilt engine they used for that game and awful textures look terrible. The lighting engine puts this sickly glow on everything too.

I don't particularly find it that appealing, but in a time where we get generic looking games constantly, I don't have a problem with this, I at least commend him on trying something different.
As for the topic, it's pretty easy to find aesthetically ugly games in the PS1/Saturn/N64 era so I'll try to pick something more recent. Deadly Premonition was so ugly with a framerate so bad it hurt my eyes to play too long. Ugly as shit game, yet I love it anyway. Also, the guy who said Spyro 3, I will fight you. That game looks great, even today.
