I still think this is being to generous. Like if you confronted these people about it they'd probably use that as their defense ("At least I complimented her!") but I really do think it's just to twist the knife by making a point that no quality of service on her part could ever warrant a tip from them. Aka she can never be worth anything in their eyes no matter how hard she tries. The fact that they wrote a note it all makes it clear to me that their goal was to ruin someone's day rather than justify their own tipping habits.

For everyone calling fake because the balance due says 0.00, this is very common when you pay with a card. It's for when you split the bill, they would put 15 on the card and it would say balance due of the remaining 15 and change.
It says balance due 0.00 because it was all paid on the card, meaning they don't owe any cash.

I know you're kidding, but I wanted to point out for anyone who might not know that Ashburn, VA is one of the wealthiest (per capita) towns in America. It's the most affluent town of one of the most affluent counties in the country, Loudoun County.
If they're in their young 20's they're most likely adult kids of 6 figure dual income families. In other words, they're just disgusting people, no other excuse.
