And even then, not with hairworks. You'll need a dual GPU solution for that. Looking like a similar performance hit as TressFX most likely (i.e. 40% lower frames).

To be fair, the new consoles have 16x times the RAM, this is absolutely pointless. Compare it to the current gen Bethesda RPG when it's released, that is going to be much more interesting

Back to W3, I don't see why we can't have the thick foliage on PS4 at least. Even if they have to scale back draw distance. (I was mostly happy with RDR PS3 mind you, so this is a real treat haha)

No. Most distances (e.g. for meshes) are set in assets.
Anyways back to topic: I think I won't be too interested in the story of the game, especially when I never played the previous Witcher games. I watched some recap videos on YT tho and tbh the story was more confusing than exciting to me. Felt like watching an episode of LOST after not watching the series for like 2-3 seasons.

I'm just going to wander around from village to village and will help wherever Ican, be it searching mushrooms in the nearby woods for an old lady that can't walk or killing some local wolves/monsters/whatever that terrorize the area. I feel like the real immersion comes more often with all the sidequests and locations you can discover. Story line is just like a campaign mixed into openworld (which I hope won't be forced on you after some time).

To be fair, Skyrim's world was made with last gen consoles in mind so they were forced to implement loading screens for towns/houses/caves or otherwise consoles wouldn't handle it.
The Witcher 3 is releasing in 2015 as a PC lead and for the new consoles with atleast 5Gb of RAM compared to the 512mb that Bethesda had.
However Todd Howard hinted at lesser loading screens to no loading screens at all because they can now use all the new ram that is available cus of the new consoles. He said that in a Gamestar.de interview last year.
To be fair, TES has a lot to keep track of with it's NPCs. Every one of them having routines, inventories, combat behaviors, dialogues and dispositions. Not to mention the immense number of intractable objects in every area/cell.
I'm hoping that the added visual and mechanical complexity of the next Bethesda RPG doesn't force them to make the same interior/exterior concessions as before. If you had asked me back when Morrowind released whether I thought that interior/exterior cells would still be a big hurdle ten years later, I'd have said no.
Let's hope this game lights a fire under the asses of Bethesda and Bioware alike.

Let me just ask... why on earth would you want this? Ciri's tiny little bits won't make a lick of sense without knowing what's going on in the other 99% of the game. Personally, as someone who only dabbled in W1 and then played W2, but tried getting into the story details along the way, I didn't care for it. But to me, W3 has a somewhat simpler series of major plot lines and character importance that are much more exciting to follow. Ciri, Yennefer, and the Wild Hunt are all considerably more exciting concepts to me than the political fantasy stuff W2 did (but then again I have a low tolerance for the extremely common European fantasy aesthetic that Witcher is largely part of).
Hopefully it really grabs me in the game, but the structure of the world alone has really sold me. I like a visually well-imagined open world.

I wouldn't worry too much about world state. The series has never propped itself up like Mass Effect where your choices are supposed to have massive impact, or at least very noticeable impact between titles. They handle it well enough but it's usually lines of dialogue and cameos and such, sometimes slight alteration to a quest arc.

It should, but I also don't think it's any coincidence that The Witcher 2's canonical royal deaths also happen to be rulers of the south most Northern Realms, which by the time Wild Hunt starts should be heavily conquered by Nilfgaard. No Man's Land is pretty much in Termeria, if I'm right, whereas the upper half of that map around Novigrad is Redania. I figure stuff like that will factor a lot into the dialogue and maybe end states, assuming Nilfgaard are pushed back, and thus what is done with Temeria.
