In a way it is and it isn't. It's like using bot or dupe accounts to influence the game. Yeah, it's not breaking the rules because there aren't any but it's not in the spirit of it. He's using his viewers/subscribers as bots basically to get the game to play out how he wants.

I don't think the point of anarchy is to give trolls control of the game. I think the reason that people want to play in anarchy is to triumph over a more difficult challenge. Anarchy requires more coordination and cooperation.
