Blizzard would make a horrible fighting game, maybe not mechanically but their kind of support can be very stifling. This is a personal opinion but I have played a lot of their games and they always try to patch or fix anything that they didn't put there themselves. It happened countless of times within the life span of D3, players found something unique or rather out there to play with Blizzard patches it, usually saying it's for balance even though the game isn't even balanced in the first place. An example is that wizards used to have their mirror images have multiple hydras out and they patched it out, while stuff like M6 Dh is very similar in concept but much stronger. Or a lot of times they did knee jerk reactions to what seems too strong, even in a pve game.
The thing is fighting games develop a lot on emergent gameplay. You see people talking about new tech pretty much every day. Even new character and move interactions that sway matchups. For example, you see Air pulling out crossup flipkicks that he said he found recently with Poison, if it was Blizzard and they didn't know about it, they would think it's an unintended tool. Another example is that people are making up new terms for Smash 4 since the game came out for things they find, and Melee is chock full of unintended mechanics (though Sakurai sounds like the type of person to patch that out if he could). Unless it is extremely broken (like nothing can be done about it or basically makes no one play like Gambit glitch), the FG community lets it rock. Blizzard wouldn't.
edit:
Yea I agree, this is the most likely case, since it's a pattern with them.

edit:
Blizzard is the type of company who if a fan asks the following question "this game is casual and requires no skill" they respond with "yes you are right and that is by design".
If Blizzard made a fighting game it would be the most casual fighting game ever made that isn't Divekick.
And you can bet your candy ass that the new Blizzard FPS is going to be imbalanced as fuck.
