Ehh, up to a point. But what you'd have rather (really, I suggest you watch the video) - that designers meticulously place every single tree, bush and piece of grass in place. Or that the tech allows designers to just basically paint an area with a "tree brush" (or a "bush brush", or a "path brush", or what have you) and the procedural generation does the rest. I think it's a worthy tradeoff. Especially considering HZD already does this.

how do you make new and better animation? need time
introducing 20 new character instead of 10? need time
30 hour campaign instead of 20h? need time
aerial and under the sea combat instead of only ground combat? need time
30 new dinobot instead of 10? need time
5 new moves\attacks for old dinobot instead of 2? need time
etc. etc.
(of course i'm esagerating a little to make these example but the point is pretty clear)
see where i'm going?
this stuff doens't create by himself like the map creating technology they already use, you need manpower, money and especially time for these things.
i already know how horizon 1 work, i watched your video in the past.
sure some things don't need much time, but number of contenent, quality. polish etc. require time, more the best, it's pure incontrovertible logic.
ask yourself why rdr2 has a gazillion more unique animation, script, casual event, something to see in basically every angle of the map compared to an annual assassinc creed title (or every other open world game really)? because the first was in the oven for almost a decade, the ubisoft title re-use a shitload of assets etc. and they make them almost annually. (and both rockstar and ubisoft have manpower and money but not the same release time for their games)
it's a fact that horizon 2 in development for 5 years is gonna be bigger and better than horizon 2 in development for 3 years, it's not really hard to understand why i want the game in the oven for a prolonged time instead of a rushed title for the launch (because don't kid yourself, every launch game is rushed because devs have a date to respect and especially for launch where they can't even delay the game)
just looks at some old days gone gameplay before the delay and the final version, it's all improved because they take their time (of course they are a relatively small studio and probably not telented like some other sony teams, so the end result is not really flawless, but still...)
