Pretty much. It's the same situation with Bioware's DLC site for Mass Effect. It's not often that you can find an item and add points for the exact amount, you almost always have to buy a little extra to cover the cost of the content. And it defeats the whole purpose of impulse buying nickel and dime DLC (like $1-2 a pop) when you have to buy a minimum of $5-6 dollars worth of space bucks before you can make a purchase . It's a shitty system with no purpose other than getting you to spend more than you need to. It's cool that you can occasionally find discounted space buck cards, but it's not enough to offset all of the downsides of a system like that.
