I'm one year younger than you, in college for the first time.

Just go to a cheap public university, apply for financial aid, and don't let shit stop you. Things could get slightly more expensive or less funded, but DeVos can't stop you from getting a degree and they're not going to bring public colleges to their knees overnight.
