Sure are a lot of people in BST who just open things to test them out then immediately sell it. Strange concept. Is it common in certain parts of the USA? I'm not used to that anywhere but GameStop.

Where were you two weeks ago? I was looking for this combination. I had to settle for a white 1000 and my black 2000.
When you see things like this is it typically because the items was part of a bundle or had a rebate attached and something was needed for proof-of-purchase. People often do this to lower their total out-of-pocket (such as selling a bundled video game).
If it is a phone, it is because it was bought on discount. US stores require activation to get the best deals, even if you don't intend on keeping the plan.
For example, the iPhone SE was recently on sale at Best Buy for $250 w/a $200 BB gift card. To get that price you had to buy it on a payment plan, activate on a phone plan, then cancel the phone plan (assuming you were just buying for the phone).
US stores will take pretty much anything back (opened movies, music, software and video games excepted) with a receipt. That's one of the reasons why scalping items during the holidays is popular here. There is -zero- risk to the scalper. If they don't flip an item, it can be returned to the store for a full refund. It's not like the rest of the world, where once you buy it, it's yours.
