I believe the Vanguard Rank 3 reward is a random Legendary (but it could easily be for another class). So take that for whatever it's worth.

I decided to go for Vanguard rank 3 for the weapon selection since I put in so much work to get Rank 2. Once I get VG to rank 3, gonna put all my effort into FWC.
I'm in the same situation but with crucible instead. Don't know if I should join a faction now are get to rank 3 first.
I have gotten total of 4 Exotic Weapon Bounties just by doing regular ones and returning them. Never bounty popping up has lined up with rep ranking up or anything like that.

I posted this in response to someone but I got this straight from the strategy guide:
After you level up the Cryparch past one or two (whichever level gives you access to buy the uncommon engrams), each additional level only nets you a chance at a random reward for levelling him. That's it.

I don't know if anyone else has noticed this, but the reason strikes don't seem to be dropping much gear is the advisories on Bnet are the way to open them up. I have one sitting there right now where I need to beat 5 more strikes (50 total) and then cloaks, marks and bonds will start dropping too. Perhaps once you hit 75 or 100 it makes legendary or exotic gear available as end of round drops too?
Uh that's the worst. Someone was doing that to me last night, so I just kept firing at him instead of the mobs.

It's weird, though. Mine also popped as soon as I hit rank 2. Makes me wonder if there aren't multiple possible triggers, one of them being Vanguard rank 2.

At this point (27 hours in / 11 of those at lvl 20) It seems the expected way to gear up is from the Vendors.

this is referring to the bonus on the Grimoire card, which you can see at Bungie.net. This is the only bonus it gives so I don't believe you will receive anything else after that (i.e there is no bonus that states exotic gear will now drop etc).
EDIT: example http://www.bungie.net/en/Grimoire/2/4611686018428658176/Activities/Strikes click on the Strike introduction then the chart icon to see the ranks and bonus applied. Rank 1 give you the bonus but rank 2 and 3 only give you + Grimoire score
What did you do to get into a raid? I have no clue how to gather 6 people. 1 of my personal friends is stuck in level limbo, my other friend is just not playing much.

Game is like crack, literally cannot put it down. Come to think of it I've logged more hours on this in a week than any other game on my PS4 since launch.
It's doable solo, if you want to go with friends you can though. Just need to invite them.
