Yeah, you pick an item and when you craft it the game will randomly generate the stats (from a predefined pool I assume). I'm level 16 and still in Act I, not sure if I'm overlevelling but I'm rolling over shit (leap + ground stomp + rend) with little trouble at the moment.
Yeah, the active skills unlock at the set levels whether you're in elective mode or not.
Oh, you're not even fully in game? Have you tried using the cursor keys or tab to select one of the menu options (just trying to login now so I can test this out).

EDIT2: Have you tried changing the "DisplayModeWindowMode" option in D3Prefs.txt (should be in Documents\Diablo III)? Mine is set to 2 at the moment, fullscreen windowed mode.

I've tried 1, 2, and 3. 1 I could see the mouse a little and could get to the graphics menu but can't seem to get it to click where the boxes would drop down. Thanks for helping though.

When I played last night the game was running well enough, but there would have been moment when my heart would have been in my mouth on HC (there seemed to be lag on Ground Stomp). When I got kicked out last night, after I eventually managed to get in again I was at the beginning of the dungeon I'd just entered (single floor dungeon), but I had to clear it again. All my map progress is completely wiped and all maps including the one I was in are re-randomized every time! Is this normal?

Having just recently played Diablo II, I can assure everyone that by level 14, Diablo III characters are already far more customizable than a character you'd have by the end of Act V of DII on Normal.

Yeah I'm enjoying how streamlined yet deep it is. Much easier on me and still fun.Not being forced to hoard points early on just so you can setup a half decent build is a lifesaver.
