The rumour is that it's region-free. LKD and Emily Rogers were saying that IIRC. That was based on devkits, just as a heads-up though. I can't remember how/if they compared that to the final product.

The game has been in development for so long (assuming finished for the Wii U before the switch to switch), the translations would've been done ages ago

I think very hard to believe they aren't able to release their game worldwide at the same time like everyone else.

If it's true, I wouldn't say it's due to localization, because other companies localize text heavy games to a lot of languages and don't have this issue. In any case, if the delay is real it should be due to problematic game development with important changes being made even today, 3 months before (the delayed) release day.
