I mean yes hulk has answers, but its way more risky than most other characters.

Yes. Hulk is favored. Again, it's the opposite of what it looks like. The fireball neutral only proves how desperate Firebrand has to play. He can't risk dives like against most characters, which is where the majority of his strength comes from.

If he gets it, of course he's gonna win most games. Firebrand is like that. But Hulk is favored in the neutral, especially with Haggar backup. The fact that his team is big bodies means a lot of the setups that are designed to use exact meter on most characters don't work anymore. He has to burn extra resources.
