Well the story was forgettable and the "innovation" promised by the three character storyline was really just restricted and no where near as free as they implied.

So I am not surprised.

Both had endings and stories with impact. I mean some mentally unstable people were so moved by GTA that it allegedly made them cry but that's more of an indication of the types of people that would be moved by such a boring story tbh.
