I wouldn't be surprised if they first just looked at applications from people they knew and then if they didn't feel they were good for the position, then look at other peoples applications.
Friends of the site like Zoe are probably getting the internal referral bump, which means that they'll take higher priority over a random application.
It's the same way at any major company.
