Zagara before the patch wasn't a specialist. She was an assassin who also happened to have unbelievable pushing power, due to her ridiculous lane bully ability. She was one of the highest damage characters in the game - ahead of most assassins.
Now she's a proper specialist. She's better at split pushing but still comes with high damage and lane bullying capacity - but she's no longer guaranteed to fit into every team all the time (which she did previously). She's still a real threat damage wise but no longer so high she beats most assassins, and at the same time she brings even better utility with creep spreading and nydus.
Given that even at the highest levels of play shes one of the top 5 heroes in terms of win rate I'd say her new talent tree works just fine - but it does require relearning the hero.

Vortex was definitely worse than barrel boys and then complexity for the most part, and the only time they ever actually challenged Maelstrom or TS was the initial Kael'Thas patch when he was first added and everyone was playing double squishy with Jaina/Kael'Thas/Valla etc. Vortex figured out Zeratul + Abathur before the other teams did and wrecked for one day of one tournament.
Zeratul was first picked or banned across all regions for months after that tournament, but was consistently going unpicked before it.
It was definitely a meta thing. Not long after that, Fan was put on Maelstrom

More than anything the Buechter boys have done, I am amazed that the actual management of NVT is allowed to get away with what they do. I guess that's part of having no league or real governing body over HOTS like in League's LCS. The shit they say to people at times should at the least make things very uncomfortable for them in the community, if not worse.
Balance Update
slight nerf to worgen form, gust, gathering storm, past and future me, living bomb,
buff to mobious loop, marked for the kill, slowing sands, guldan base health and some talents
huge kerrigan nerfs, BW nerfs seem a bit overkill
Urgh Shade armor got a 10 second CD increase accompanied by skeleton nerfs
Also collision got fixed but tyrael's bug seems to still be there
