Dynamic resolution just has nothing to do with your display. The system itself determines the output resolution; dynamic resolution is the internal resolution the game renders the images at, which then get output at the resolution the system is set to.
This news is that PS5 has no ability to output a 1440p signal. Games might render at 1440p but the system can only output that as a 4k signal.
So the tv/monitor has to do the upscaling from 2k to 4k and not the console itself. Not much of an issue since a lot of TV's have pretty good up/downscaling. Not sure what the huge deal is then.
