I have very little confidence in 'the country'. India is lightyears ahead on this issue. There's a certain amount of trust here where when the civilian leadership feels the need to fire a general or an intelligence chief, that they're not going to end up assasinated by those people.

No Iran relation with Pakistan is not always good. As for why Iran doesn't/hasn't donated any money, you may have noticed we are under a large amount of international sanctions and the economic situation for lots of people in Iran has never been worse in recent times. The government is already unpopular it would be foolish to worsen their standings even farther by donating a large amount. Doesn't make it right but I suspect those are some of the reason for the lack of action.

The fact that they even feel the need to mull over whether to accept or not aid from another country (in this case their 'nemesis' admittedly) when they need it, is ridiculous and quite frankly disgraceful, even if it's only $5 million.
