For those still having difficulty accessing red hood, this suggestion from reddit worked for me:

Trick seems to be to go into the menu whilst game is running, make sure the DLC is listed as downloaded and installed, go back into the game, wait for the intro movie to start and then skip it. Should say something like "updating game data" and, fingers crossed, he should be selectable in practice, tutorials, multiplayer etc.

Guys please can someone tell me how to get Red Hood, honestly this is so pathetic. I downloaded him from the store, it said free because I own the season pass. It downloaded and installed, open the game but I can't find him anywhere on the character select. If I go to customize he is there and I can customize him.

The character select wasn't updating with the new slots for me so I went to the Online menu option and that forced it to update properly. After that I restarted the game and he was available.

Red Hoods move where he lunges forward to the opponent looks so goofy.
Especially when the AI does it over and over again. It looks like he is bouncing from the opponents belly haha

Try opening the Online menu since it forces it to update. Worked for me.

Go to extras, to store and get it that way
If you've got Ultimate Edition, you've got to go and 'buy' Red Hood. He's free. Easily done on web store or in-game.
Also I've had two shaders drop for him already after having nothing for the past few days, so I guess shader/ability drop rates are either static or diminishing as suspected. The more you've got, the harder it is to get the rest.
It's a shame Guild XL had to lose our character EXP bonus, would've been a breeze getting Red Hood to 20.
e: Holy shit Jason throws shade at Damian for killing too much lmao

So frustrating, still can't access him. Downloaded Red Hood through the games/apps section on the Xbox (remembered to go to manage downloads), I've fought against people selecting him (lol at them being level 1 while I crush them like ants with my Level 20 3330 strength Superman!).
When i go to the in game store, and select the fighter pack it tells me I already own the content :-/.

Go to the online menu, it forces an update. Restart the game.

I followed all of the steps suggested the previous couple of pages and on reddit. He still wouldn't pop up............................... LUCKILY he randomly appeared on the character select screen the last time I went in to select a character.. HAPPY DAYS.
Went into manage game and downloaded the Red Hood content
I tried the stuff like going into the Xbox store and it said I already owned the fighters pack.
Quit the game, reloaded, restarted the console etc.
Went into the online fight screen, exited, went back into the online fight menu, and had a player match...... fought a few people who were using Red Hood at the time. (and walloped them!).
Did a few Multiverse events and Guild events.
The last time I went into the character select screen he was there and it was like Christmas day all over again
oh my--- that tower 'nothing left' in the guild verse is difficult. was so glad to be done. Man why in the heck would they give Black Canary a persistent Armor buff. had to find creative solutions to knock her down

The armor buff on the final match was a pain in the ass. Lol. I had to switch to Aquaman and brute force it.
