Now that Grand Theft Auto will inevitably be transitioning once again from one console generation to another, I expect that Rockstar will once again take the opportunity to reevaluate the series' direction to ensure that the GTA games of the future don't feel like they're covering the same territory as the GTA games of the past.
I have no idea where Rockstar might take the series, but I hope that it goes against the conventional wisdom in game design right now that bigger worlds are better worlds. There's a lot of attention being paid to the size of games like The Witcher 3 and The Crew, and given that Grand Theft Auto V was so much bigger than GTAIV geographically, Rockstar might feel a certain pressure to continue making its games bigger in scope. But rather than going broader, I'd much rather that the next GTA go deeper. Instead of a bigger world and more main characters than GTAV's trio of miscreants, I'd prefer a more focused game that lets me get to know a pair of characters better.
It's also been quite a while since the series took us to a different time period, and after both GTAIV and GTAV presented visions of early-21st-century America, I'd like the series to once again set its sights on another era. We've already had GTA filtered through the lens of sleek, neon-lit 1980s excess in Vice City, but a bleaker 1980s GTA set in a more working-class city like Chicago or Detroit could be great, and given the vast chasm between the image of early 80s American life sold by the Reagan administration and the reality of it as experienced by so many Americans, this setting could afford the series the opportunity to continue exploring the theme of the American dream in a way that feels organic and relevant.
GTAV for all its success, is still an unfinished vision. I really enjoyed the single player, and open world they created is probably one of the most fun GTAs to play around in. It's also clear that GTA Online was a significant part of this vision when they were designing it, because a lot of the activities and missions really felt like they would be much more fun to play with friends as well.
That's where the ball got dropped. Rockstar was completely unprepared for what it took to develop and support an online mode of the sort they envisioned. Things they promised would have been in GTA Online at launch, are STILL missing. It's unclear to me if they will ever get their heads out of their asses with regards to GTA Online, but I reckon that they would want to before launching the game on PS4/XB1/PC, simply because it would be to their advantage to go "hey look, now the game is even more complete and better than ever, time to jump back in again!"

imo it will release around september or maybe earlier with first story dlc and call it the ultimate edition or definitive edition or something like that and charge 60 bucks like tomb raider or last of us.

Why would I buy a Rockstar game on PC when it has the worst tied in program behind GFWL and uPlay?
Do you remember the fiasco of IV's release? That was not a very good port, at least at the beginning. Many crashes and such. So perhaps this time they're looking to avoid such a scenario.
Also I think they're looking towards a dual release with the DLC.
Most people would, especially if it's on sale to start with. That means that Rockstar only gets, at most (assuming Microsoft gets absolutely nothing from the sale despite operating Games for Windows Live) $3.50 of my money out of a game that would have originally sold for $50 or $60.
PC version will probably come out alongside the next gen versions. R* are waiting for for the installed base to grow.
My guess:

- fall 14 next gen announcement
- spring 15 next gen release

There's evidence to suggest GTAV PC exists and literally every non-handheld GTA has released on the PC. Neither can be said of Red Dead.

Oh yes, the modding! I believe GTA 4 had that iCEnhancer realistic mod that made the game look insane. Unfortunately I don't have GTA 4 on PC, so I can't treat myself to such beauty.I don't think it will significantly better no, but better frame rate on higher rigs, as well as higher possible resolution supports will always make the game be prettier. Add mod supports (like the crazy mods we had for GTA 4) and it a another buy. Sadly, my PC wo'nt ever runs the game correctly so I'd rather have it on next gen. at smooth 30fps and full 1080
