Dude has been going like 15 mph for two hours and stopping for stop signs and letting drivers pass. He's an outlaw who needs to be caught but his danger to civilians was pretty minimal. He's an amusingly safety conscious carjacker. The most serious danger to civilians was when cops sent his car out of control toward other drivers and bike riders in an area with frequent pedestrians.
I think they made this decision simply because they want to end it, not necessarily because it was the safest thing to do.
