That explanation is going to be a lot harder to write out of and has a real series of problems with it (as the thread ha rehearsed many times). And I don't feel that it is at all consistent with what actually happens in that part of the game.

The entire ending can be seen as a mental struggle between Sheps subconscious and the Reapers, with two of the three "choices" resulting in Shepard giving in to the Reapers and allowing true indoctrination to occur with then the last, destruction resulting in a triumph of the will and freeing him/herself from Reaper control.
In both Merge and Control Shepard clearly becomes Huskified prior to disappearing, where as in Destroy s/he can actually survive in the end and never turns.
The pieces are there, but I am extremely skeptical this is what it all means and why it all plays out that way. We shall see soon enough hopefully.

TIM has glowy eyes because he had a run in with Reaper artefect and is partially enhanced by cybernetics, and also because it gives him a distinct look and mysterious otherwordly aura, which was to enforce his characterisation.
Now I'm pretty hungry so I'm going to go buy a pie or something.

Nobody notices him because BioWare's writers felt simply putting him there would tug on your heart strings because a poor wee little child is caught up in all this horror oh the humanity won't somebody think of the children.
