So some guy on GameFAQs is saying the cutscenes in MGR only total 45 minutes. That's bullshit, right?

It's probably correct. Platinum has talked about how the cutscene length wasn't going to be anywhere near as long as a typical MG game. They don't want to take you out of the action for too long.
Why does the length of the cutscenes even matter to people?
Most action games can be completed within 4-6 hours, what's the problem?
Cause this is Metal Gear and I like my long ass cutcenes.

The story intrigues me. I was sorta counting on at least a 10 hour game with the cutscenes factored in.

Well, sure. But I was purchasing this game for $60 going in with that expectation. I don't know if I'm willing to buy it day one now.

I was watching a livestream of the game, and the prologue has like 20 minutes of cutscenes, and the and the first and second act have ~30 minutes of cutscenes (+ codec calls). I'd say the 45 minutes is wrong.

Both, I'd say. Mix the cheesiness together, and you get this. If that puts you off or not is for you to decide.

I ended up nearly hating MGR the first time I played the demo due to the fact that parrying wasn't adequately taught. I played it again this morning, and I want this game right now.
The OT says NOT PC. Is that more of a "Not right now, but we'll see how things look in 6 months", or "Never ever, so you'd better get that PS3 version ordered sharpish"?

I hated the cutscenes in Bayo so... I just hope they won't be too frequent.

Yeah, like ezekial said, both. But with a lot of swearing. I'm surprised at that. The dialogue is just straight up awful, consciously cheesy or not. Not that it matters, really, just saying.
I wouldn't know, just started watching a few minutes ago. This looks like the ending, though, so there's gonna be some extra exposition I guess.
The guy's gonna be stuck in this boss for some time, I fear.

The last time MGS was on PC was with the janky MGS2 release, and Platinum hasn't made a game on PC yet. It's pretty safe to say it's not comin'.
I caught a little bit of the stream during a particular boss fight. I was quite taken aback by the presentation.
I liked it, though I can see how it might bother some folks.
Let's just say that the people who got on DmC's case for the foul language and writing are in for a surprise when they play MGR.
