The thing is, there's a big difference between 'barely naked' and 'barely naked', it's not just about how much skin you're showing.
No one cares about a woman in bikini or guy wearing swim trunks on a convention. It's a pretty common thing. This however, is more like the equivalent of a woman wearing lingerie or something. That being said, I really couldn't care less myself, I'll let the convention rules handle it.

Warning, Hyrule Warriors only! With the Zelda U delay and HW Legends announcement on 3DS, the game got even more attention on the long term and I noticed many Zelda cosplayers investing themselves in HW characters. Particularly Zelda.
In Paris Japan Expo this year:
Zelda by Narayu who is finally back with some new Zelda cosplay:

And Tatasenko, sadly she just ordered the mask on etsy:
Still in France waifuable friend MemoireHana made a photoshoot in a farm:
In Australia Siera "ClamWings" made a very good looking Lana, the best I can find in the West and I made a blogpost about it:

I think it's cause the dick is tucked upward, which is sexually posturing. If a Borat cosplay was done instead I think it probably would have been allowed.
