I figure this is just a metric issue, and thus I side with metric. Simpler, make sense. 200GB = 200,000,000,000 bytes. 0.1% of that is 200,000,000. You know, 200 MB.
Under binary measure (base 2?) 200 GB is 214,748,364,800 bytes. 0.1% is 214,748,364.8 bytes, which is, you know, 204.8 MB.

I prefer the new way.
I like that 2534 MB now equals 2.534 GB. base 2 counting for hard drive storage was confusing, even for techie types occasionally.
