A low speed feebas with Mirror Coat can actually be deadly if it's very tankish. I actually have a 5IV feebas with 0 in speed with mirror coat and wondering if I should build it up to snuff competitively
Thanks, I forgot about Mirror Coat during my excitement.Counter/Mirror Coat will almost always go last no matter what (since it has negative speed priority), so speed doesn't matter for that.

I'm pretty sure you can. You can't move items though through pokebank.
